Vince Kuchar
CEO
Mr. Kuchar leads RMC on its mission to Assure Tomorrow. He drives the strategic direction and development of RMC with an unwavering focus on delivering exceptional services to commercial and federal customers.
He is a United States Army Special Operations veteran, accomplished strategic advisor, and business leader with extensive experience developing growth strategies, improving business systems, and leading strategic transformation programs.
Prior to RMC, Vince worked with the Boston Consulting Group as a member of the West Coast Transactions and Integrations, Financial Institutions, and Public Sector practice areas. He served as an Officer in the U.S. Army, with seven combat deployments to Iraq and Afghanistan. He is the recipient of three Bronze Stars among other awards and decorations.
Vince holds an MBA from the Wharton School at the University of Pennsylvania and a Bachelor of Science degree in Engineering and Management from Clarkson University.
Brent Hyland
COO
Mr. Hyland manages RMC’s business operations and oversees the delivery of Mission Assurance, energy security, critical infrastructure protection, and cybersecurity services to the Department of the Defense, and other federal and commercial customers.
He is a co-founder of RMC and an industry-recognized leader in delivering Mission Assurance and critical infrastructure protection services and solutions. For more than a decade, Brent has designed and implemented methodologies for conducting risk-based assessments of complex military and other critical infrastructure.
Prior to joining RMC, he assisted the Headquarters Marine Corps in developing the concepts, pilot programs, and strategies to mitigate risk. These efforts encompassed risk analysis, training, homeland defense, and defense support of civil authorities.
Brent served as an Officer in the United States Marine Corps. He holds a Master of Science degree in Engineering Management and Systems Engineering with a focus in Crisis, Emergency, and Risk Management from George Washington University as well as a Bachelor of Arts degree in Economics from the University of Tennessee.
Kara Pavoni
CFO
Ms. Pavoni leads all aspects of RMC’s financial strategy, performance, reporting, and long-range business planning, as well as accounting, performance management, and contracts operations.
She has over 20 years of finance and operations experience in the defense industry. She has a track record of success in growing company capabilities, establishing business office functions, and supporting change management to help position a high-growth company for long-term impact.
Prior to RMC, Kara served as the Senior Director of Finance for U.S. operations at TERMA Group, where she led the U.S. finance team and was responsible for financial management, pricing, program finance and control, and contract negotiations and financial administration for government and commercial programs.
She holds an MBA from Columbia Southern University and a Bachelor of Science degree in Finance from the Ivy College of Business at Iowa State University.
Chip Cohen
Vice President, Operations
Mr. Cohen is a nationally recognized business leader with more than 30 years of diverse experience driving business development, operational excellence, and sustainable growth. His career spans both private-sector organizations and Fortune 500 companies, where he developed a strong foundation in building scalable operations, improving performance, and leading high-impact teams across complex environments.
Before joining RMC, Chip spent 20 years in senior operational roles, gaining cross-functional expertise in franchising, process analysis and improvement, and multi-site operations management.
Over the past decade at RMC, Chip has played a critical role in advancing the company’s Mission Assurance capabilities, serving as both a Team Lead and Project Manager across numerous programs. As Director of Operations, he led nearly every major operational milestone, established RMC’s Project Management Office, and successfully executed two of the company’s largest and most complex programs.
Now serving as Vice President of Operations, Chip oversees multiple departments, drives key company initiatives, and serves as a cornerstone of RMC’s culture and leadership team. He holds a Bachelor of Science from James Madison University, is a certified Project Management Professional (PMP), and is a Certified Knowledge Manager (CKM), bringing both strategic insight and disciplined execution to RMC’s continued success.
Percy Moore
Vice President, Cybersecurity Services
Mr. Percy Moore leads RMC’s Cyber Services division, supporting projects across critical infrastructure for both commercial and government clients.
Percy is a retired Marine Corps Officer who brings over 30 years of strategic government experience in infantry operations, intelligence, information and cyberspace operations, and crisis management. He is a focused, results-oriented global leader with a proven track record of delivering superior outcomes in complex and challenging environments.
Percy holds a Master of Business Administration degree from the University of San Diego and a Bachelor of Arts degree in Management from Goucher College. He is also a graduate of the Marine Corps Command and Staff College. Percy is actively engaged in the community as a youth mentor and coach, and he serves on the Board of Trustees for Goucher College and Loyola Blakefield High School. He also serves on the Executive Committee of AFCEA Central Maryland.
Percy was awarded the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal with two Gold Stars, Navy-Marine Corps Commendation Medal with Gold Star, Humanitarian Service Medal, Combat Action Ribbon and numerous other personal and unit awards for his service.
Erin Breen
Infrastructure Vice President, Intelligence and Analysis
Ms. Breen leads the Infrastructure, Intelligence and Analysis group at RMC, responsible for providing intel, and Geographic information systems climate analysis, program management and assessment support and critical infrastructure analysis. She also serves as the company’s Security Manager, responsible for developing and maintaining RMC’s facility clearance, individual clearances, and security education program.
Erin has been supporting the U.S. Marine Corps’ Mission Assurance program for more than 15 years and is a subject matter expert in Mission Assurance, risk management, antiterrorism, and physical security.
Prior to joining RMC, Erin worked for CRA, Inc., where she conducted all-hazard exercises, coordinated assessments, developed reports, and provided on-site client support to Headquarters Marine Corps.
Erin is actively involved with ASIS International and has held the Certified Protection Professional (CPP) designation since 2021. She earned a Bachelor of Arts in Political Science from the University of Central Florida.
Scott Hotaling
Vice President, Risk and Security Operations
Mr. Hotaling leads RMC’s Risk and Security operations and serves as the Program Manager for Navy Mission Assurance projects. His expertise, leadership, and unique approach to managing risk support customers in making informed decisions about where to apply limited resources.
Scott is a pioneer in developing risk-based assessments to assure critical infrastructure. For more than a decade, he was at the forefront of the Defense Critical Infrastructure Program and its evolution to Mission Assurance. He has led numerous programs and expert teams conducting complex all-hazard risk assessments worldwide and has authored multiple risk assessment guides, white papers, training manuals, and federal standards and guidelines.
Scott has over 25 years of work experience in the commercial and government sectors, specializing in risk management, infrastructure analysis, critical infrastructure protection, and business continuity. Prior to his federal work, he spent 12 years conducting security, risk-based assessments, and business continuity planning for Fortune 500 companies and professional sports leagues.
Scott has long been involved with ASIS International and is Board Certified in Security Management, holding the Certified Protection Professional (CPP) designation since 2001. He also earned the Project Management Professional (PMP) credential through the Project Management Institute (PMI). Scott holds a Bachelor of Arts degree in Forensic Science and Public Justice from the State University of New York College at Oswego.
James Lutz
Technical Vice President, ICS/OT Cybersecurity
Mr. Lutz leads the Cyber Operations group at RMC and is a recognized expert in Industrial Control Systems and Operational Technology cybersecurity. Under his leadership, the group has grown significantly to support all aspects of cyber risk management and mitigation, risk/vulnerability assessments (red and blue teams), R&D of vulnerabilities and mitigations, Computer Network Defense (CND), Assessment & Authorization (A&A) cybersecurity, network and security operations center management, and Incident Response.
James has over 25 years of experience in risk management, system validation, cybersecurity assessments, penetration testing, secure software development, CND, A&A, information assurance (IA) and information technology. His experience includes Risk Management Framework process implementation, risk management and mitigation plans, policy development, and enforcement of government, commercial, and DoD cybersecurity requirements.
Prior to RMC, James served in cybersecurity and IA roles at Booz Allen Hamilton, SAIC, and SRA International.
James has achieved and maintains CISSP, PMP, GISCP, GRID, CSSLP, CEH, and Security + certifications. He holds a Master of Science in Information Assurance and a Bachelor of Science in Computer Science.
Chad Cogan
Vice President, Business Capture
As Vice President of Business Capture, Mr. Cogan leads business growth through capture management, client engagement, and strategic partnerships, overseeing the business development pipeline and key initiatives, including training programs and industry events’ that expand the firm’s market reach and long-term success.
He brings more than 30 years of experience in military intelligence, counterterrorism, antiterrorism, force protection, and mission assurance, serving both as a uniformed United States Marine and a civilian consultant. He is a recognized subject matter expert in intelligence and threat information-sharing processes across the CENTCOM, PACOM, EUCOM, and NORTHCOM AORs.
From 2011 to 2024, Chad led RMC’s Intelligence & Analysis division, delivering threat and hazard analysis, operational intelligence support, training, and knowledge management. He also oversaw the development and execution of the U.S. Marine Corps’ and U.S. Navy’s All-Hazard Threat Assessment (AHTA) programs, producing more than 300 assessments for DoW installations worldwide. His leadership in supporting military-veteran employees contributed to RMC being recognized as a Patriotic Employer by the Office of the Secretary of Defense, Employer Support of the Guard and Reserve (ESGR).
Chad retired from the U.S. Marine Corps after 21 years of service and has served as a national security and intelligence consultant to U.S. Central Command and U.S. Marine Corps Forces Northern Command. Since January 2009, he has been an Adjunct Faculty Fellow at Tulane University’s School of Professional Advancement, Emergency, and Security Studies Program. He holds a Bachelor of Arts in Social Science from Tulane University, an MBA from Louisiana State University-Shreveport, and is a certificated Antiterrorism Officer and Marine Air Ground Task Force (MAGTF) Intelligence Specialist.
