Meet Our Board
Vince Kuchar
CEO
Mr. Kuchar leads RMC on its mission to Assure Tomorrow. He drives the strategic direction and development of RMC with an unwavering focus on delivering exceptional services to commercial and federal customers.
He is a United States Army Special Operations veteran, accomplished strategic advisor, and business leader with extensive experience developing growth strategies, improving business systems, and leading strategic transformation programs.
Prior to RMC, Vince worked with the Boston Consulting Group as a member of the West Coast Transactions and Integrations, Financial Institutions, and Public Sector practice areas. He served as an Officer in the U.S. Army, with seven combat deployments to Iraq and Afghanistan. He is the recipient of three Bronze Stars among other awards and decorations.
Vince holds an MBA from the Wharton School at the University of Pennsylvania and a Bachelor of Science degree in Engineering and Management from Clarkson University.
Brent Hyland
COO
Mr. Hyland manages RMC’s business operations and oversees the delivery of Mission Assurance, energy security, critical infrastructure protection, and cybersecurity services to the Department of the Defense, and other federal and commercial customers.
He is a co-founder of RMC and an industry-recognized leader in delivering Mission Assurance and critical infrastructure protection services and solutions. For more than a decade, Brent has designed and implemented methodologies for conducting risk-based assessments of complex military and other critical infrastructure.
Prior to joining RMC, he assisted the Headquarters Marine Corps in developing the concepts, pilot programs, and strategies to mitigate risk. These efforts encompassed risk analysis, training, homeland defense, and defense support of civil authorities.
Brent served as an Officer in the United States Marine Corps. He holds a Master of Science degree in Engineering Management and Systems Engineering with a focus in Crisis, Emergency, and Risk Management from George Washington University as well as a Bachelor of Arts degree in Economics from the University of Tennessee.
Mark Gerasch
Executive Vice President, Business Development
Mr. Gerasch drives the strategic growth of RMC, building relationships with government and commercial customers to ensure that the company’s solutions address each customer’s most pressing needs. He is an engaging and approachable leader with a reputation for recruiting and developing top talent and promoting a culture rooted in teamwork, accountability, and open and honest communication.
Mark has more than 30 years of successful experience as a senior business development leader in the GovCon sector, including at Zenetex and General Dynamics Information Technology.
He holds a Master of Science in Information Technology and a Bachelor of Science in Education from Old Dominion University.
Kara Pavoni
Senior Vice President, Finance, Accounting, and Business Operations
Ms. Pavoni leads all aspects of RMC’s financial strategy, performance, reporting, and long-range business planning, as well as accounting, performance management, and contracts operations.
She has nearly 20 years of finance and operations experience in the defense industry. She has a track record of success in growing company capabilities, establishing business office functions, and supporting change management to help position a high-growth company for long-term impact.
Prior to RMC, Kara served as the Senior Director of Finance for U.S. operations at TERMA Group, where she led the U.S. finance team and was responsible for financial management, pricing, program finance and control, and contract negotiations and financial administration for government and commercial programs.
She holds an MBA from Columbia Southern University and a Bachelor of Science degree in Finance from the Ivy College of Business at Iowa State University.
Brian Retherford
Vice President, Cybersecurity Services
Mr. Retherford leads RMC’s Cyber Services division, supporting projects across Critical Infrastructure, serving both commercial and government customers.
He is a veteran of the United States Army, where he led both traditional infantry units and later, advanced cyberspace operations teams. He has experience leading technical teams oriented on critical systems related to national security.
Prior to joining RMC, Brian worked with McKinsey & Company in their Cyber and Risk practice, serving a variety of public and private sector clients to illuminate risk and conduct defensive cybersecurity planning. He also is a multi-time entrepreneur, most recently founding a strategic advisory and consultancy focused on national security issues.
Erin Breen
Vice President, Critical Infrastructure and Analysis
Ms. Breen leads the Critical Infrastructure and Analysis group at RMC, responsible for providing program management and assessment support, report development, and critical infrastructure analysis. She also serves as the company’s Security Manager, responsible for developing and maintaining RMC’s facility clearance, individual clearances, and security education program.
Erin has been supporting the U.S. Marine Corps’ Mission Assurance program for more than 10 years and is a subject matter expert in Mission Assurance, risk management, antiterrorism, and physical security.
Prior to joining RMC, Erin worked for CRA, Inc., where she conducted all-hazard exercises, coordinated assessments, developed reports, and provided on-site client support to Headquarters Marine Corps.
She is involved with ASIS International and is Board Certified in Security Management, holding the Certified Protection Professional (CPP) designation since 2021. She holds a Bachelor of Arts degree in Political Science from the University of Central Florida.
Scott Hotaling
Vice President, Risk and Security Operations
Mr. Hotaling leads RMC’s Risk and Security operations and serves as the Program Manager for Navy Mission Assurance projects. His expertise, leadership, and unique approach to managing risk support customers in making informed decisions about where to apply limited resources.
Scott is a pioneer in developing risk-based assessments to assure critical infrastructure. For more than a decade, he was at the forefront of the Defense Critical Infrastructure Program and its evolution to Mission Assurance. He has led numerous programs and expert teams conducting complex all-hazard risk assessments worldwide and has authored multiple risk assessment guides, white papers, training manuals, and federal standards and guidelines.
Scott has over 25 years of work experience in the commercial and government sectors, specializing in risk management, infrastructure analysis, critical infrastructure protection, and business continuity. Prior to his federal work, he spent 12 years conducting security, risk-based assessments, and business continuity planning for Fortune 500 companies and professional sports leagues.
Scott has long been involved with ASIS International and is Board Certified in Security Management, holding the Certified Protection Professional (CPP) designation since 2001. He also earned the Project Management Professional (PMP) credential through the Project Management Institute (PMI). Scott holds a Bachelor of Arts degree in Forensic Science and Public Justice from the State University of New York College at Oswego.
James Lutz
Technical Vice President, ICS/OT Cybersecurity
Mr. Lutz leads the Cyber Operations group at RMC and is a recognized expert in Industrial Control Systems and Operational Technology cybersecurity. Under his leadership, the group has grown significantly to support all aspects of cyber risk management and mitigation, risk/vulnerability assessments (red and blue teams), R&D of vulnerabilities and mitigations, Computer Network Defense (CND), Assessment & Authorization (A&A) cybersecurity, network and security operations center management, and Incident Response.
James has over 25 years of experience in risk management, system validation, cybersecurity assessments, penetration testing, secure software development, CND, A&A, information assurance (IA) and information technology. His experience includes Risk Management Framework process implementation, risk management and mitigation plans, policy development, and enforcement of government, commercial, and DoD cybersecurity requirements.
Prior to RMC, James served in cybersecurity and IA roles at Booz Allen Hamilton, SAIC, and SRA International.
James has achieved and maintains CISSP, PMP, GISCP, GRID, CSSLP, CEH, and Security + certifications. He holds a Master of Science in Information Assurance and a Bachelor of Science in Computer Science.
Chad Cogan
Senior Director, Intelligence & Analysis
Mr. Cogan leads RMC’s Intelligence & Analysis division, which provides threat and hazard analysis, intelligence operational support, training, and knowledge management to customers.
He has over 25 years of experience in military intelligence, counterterrorism, antiterrorism, force protection, and Mission Assurance disciplines – both as a uniformed United States Marine and a civilian consultant – and is a subject matter expert on intelligence and threat information sharing processes within the CENTCOM, PACOM, EUCOM, and NORTHCOM AORs.
Since 2011, Chad has led the creation, implementation, and management of the U.S. Marine Corps’ and U.S. Navy’s All-Hazard Threat Assessment (AHTA) programs, developing and overseeing the production of more than 200 All-Hazard Threat Assessments for DoD installations globally. Due to his efforts and leadership in supporting RMC employees who are military veterans, RMC was recognized as a Patriotic Employer by the Office of the Secretary of Defense, Employer Support of the Guard and Reserve (ESGR).
Chad retired from the U.S. Marine Corps after 21 years of service and previously served as a national security and intelligence consultant to U.S. Central Command’s Terrorism and Illicit Activities Branch and U.S. Marine Corps Forces Northern Command. He has served as an Adjunct Faculty Fellow for Tulane University’s School of Professional Advancement, Emergency, and Security Studies Program since January 2009, providing instruction in intelligence research, methods, and analysis, as well as domestic and international terrorism and counterintelligence.
Chad holds a Bachelor of Arts in Social Science from Tulane University and a Master of Business Administration from Louisiana State University-Shreveport. He is also a certificated Antiterrorism Officer and Marine Air Ground Task Force (MAGTF) Intelligence Specialist
Admiral James Foggo III, USN RET.
Board Chair
Admiral James Foggo III is a Senior Executive who achieved the rank of Four-Star Admiral. He is an accomplished strategist, innovator, diplomat, and technology integrator who led operations across diverse environments for over 30 years. Foggo applies an analytical approach to developing effective strategies for operations with a strong sense of value and a focus on improving the experience of diverse teams.
Through applying a visionary approach, Admiral Foggo has guided organizations in Continuous Process Improvement and scrutinized key performance indicators and metrices to identify root causes of inefficiency while implementing pathways to improvement. In 2000, he led the transformation of underperforming teams to achieve the top award for exemplary performance and most improved ship in the entire Atlantic Fleet. He guided the 2013 Navy strategy rewrite that recognized rising domains in cyber and space environments.
Following a distinguished military career, Admiral Foggo retired in late 2020 after nearly a decade of service in Europe, Africa, and the Middle East and three years as a Four-Star Admiral and Commander of the Naval Forces Europe, Naval Forces Africa, and Allied Joint Force Command, Naples, Italy. He provided key leadership in NATO’s transformation aimed at adapting the allied military structure to the operational challenges of coalition warfare and emerging threats in the new millennium. In 2018, he commanded Exercise Trident Juncture (Arctic Circle), the largest NATO exercise since the Cold War with over 50,000 personnel.
Admiral Foggo is a 1981 graduate of the U.S. Naval Academy. He is an Olmsted Scholar and Moreau Scholar, earning a Master of Public Administration at Harvard University and a Diplome d’Etudes Approfondies in Defense and Strategic Studies from the University of Strasbourg, France. He is also a graduate of MIT Seminar XXI. Admiral Foggo is on the Board of Directors for the Olmsted Foundation and a Board Member for the Naval Historical Foundation. As a Senior Fellow for the Center for Naval Analyses, he provides guidance in improving the efficiency and effectiveness of U.S. national defense efforts. Admiral Foggo was awarded the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, and NATO Meritorious Service Medal.
Michael "Mike" Mahre
Board Member
Mr. Mahre is a Director at Anacapa Partners, an investment firm based in San Mateo, CA. As a private equity professional, board director, and operating executive, Mike has built value in multiple companies over the course of his career by focusing management teams on clarity of purpose, core strengths, capital discipline, relationship development, and servant leadership. As a former nuclear engineer, he dissects businesses to understand the foundation for why the business exists, how it wins, and how it creates value for capital providers. He brings over 30 years of pattern recognition and lessons learned spanning team leadership, strategy development, operational execution, capital allocation, and deal execution.
Mike began his business career as a banker before transitioning to private equity investing and operating executive roles. He has been affiliated with Anacapa Partners since its founding in 2010, as an investor, advisor, and investment professional. His operational experience includes CEO and senior leadership roles with public and private companies in the building, alternative energy, and health and wellness industries. In transactional roles, he executed more than 30 acquisitions and equity investments and numerous LBO and real estate debt financings.
Mike served in the U.S. Navy, as a Submarine Warfare Officer and Nuclear Engineer on a fast attack submarine and then managed the Navy’s subsurface special operations missions, including the first manned expedition to the wreck of the RMS Titanic. He subsequently transferred to the Navy Reserves in the intelligence community and attained the rank of Commander.
Mike earned a Bachelor of Science degree in Mechanical Engineering, with Distinction, from the U.S. Naval Academy, graduating near the top of his class, and an MBA from Stanford’s Graduate School of Business. He also earned a Corporate Governance Program Certificate from Stanford’s Graduate Schools of Business and Law. Mike is a Trustee of the U.S. Naval Academy Foundation, Athletic & Scholarship Programs.
Aaron Perrine
Board Member
Mr. Perrine is a Managing Director at Trilogy Search Partners, an investment firm based in Bellevue, WA.
Aaron has served on the Board of eight companies and plays an active role in supporting CEOs on strategic and operational matters. Prior to Trilogy, he served as a Product Manager at Amazon, and was a consultant with McKinsey & Company. He served as an Infantry Officer in the United States Army for five years.
Aaron has a Bachelor of Arts degree from Whitman College, a Juris Doctor degree from the University of Washington School of Law, and an MBA from the Wharton School at the University of Pennsylvania, where he was a Palmer Scholar. He lives in Seattle with his family, and volunteers as a board member of the Seattle YMCA and as Trustee of Whitman College.
Susan Pohlmeyer
Board Member
Ms. Pohlmeyer is a General Partner at Futaleufu Partners, an investment firm with offices in Jackson Hole, WY and Half Moon Bay, CA.
Susan is deeply involved with the companies she invests in – both prior to and following an acquisition – and has served on the boards of nine companies across a range of B2B service industries. As a board member, she focuses on supporting CEOs on tactical management issues, such as performance evaluation metrics, financial controls, creating scalable and effective hiring practices, and improving budgeting accuracy.
Susan began her career in structured equity derivative sales at J.P. Morgan. Prior to joining her partner David Dodson at Futaleufu, she covered portfolio strategy and private equity investments for Stanford Management Company, the arm of Stanford University that manages its $28+ billion endowment. As General Partner at Futaleufu, she oversees day-to-day operations of the firm’s last two funds.
Susan graduated with honors from Dartmouth College with a Bachelor of Arts degree in Economics and a minor in Russian Language and Literature. She was a grant recipient from the college’s Dickey Center for International Understanding, which she used to study trade agreements and intern with the U.S. Commercial Service in Sydney, Australia. She received her MBA from Stanford’s Graduate School of Business and is a CFA charter holder.
Micheal Ziegler
Board Member
Mr. Ziegler is the Founder and former Chief Executive Officer of RMC and now serves on the Board of Directors and as a Senior Advisor, helping to shape the company’s strategic direction and growth. He is a pioneer in developing risk-based assessments to assure critical infrastructure capabilities and has helped RMC’s clients manage risks and make informed decisions about where to apply limited resources.
Mike has over three decades of experience in operational risk management, facility and installation risk assessment, and individual organization program review. He has designed and implemented methodologies for conducting risk-based assessments of complex military infrastructure worldwide. In addition to standing up the USMC and USN Mission Assurance Programs, he also collaborated on the development of the All-Hazards Threat Assessment (AHTA) concept widely used in the cybersecurity industry.
Mike holds a Master’s in Military Operational Art & Science degree from the USAF Air Command and Staff College and a Bachelor’s degree in Civil Engineering from the University of Nebraska. He proudly served 21 years in the United States Navy in both the enlisted and officer ranks, retiring as a Lieutenant Commander in 2005.
